Knowledge MoU between Observatory Italy & DCE 18 December 2020 Cycling News Yesterday, a Memorandum of Understanding was signed between the DCE and the Observatory Bikeconomy Italy. This MoU has been created by the Observatory’s President, Gianluca Santilli, to help the knowledge transfer between Italy & the Netherlands on improving cycling conditions and boosting cycling use in Italian cities. Part of this MoU is that DCE’s director Lucas Harms will be appointed a chair in the Scientific Committee of the Observatory in 2021.
