Department for Urban Development, Mobility,
Since 2007 Frans (1973) works as a senior policy advisor for mobility at the department for urban planning of the city of The Hague. He was part of the team that established the strategic mobility plan for the city (The Hague Mobility Plan). His current tasks include the city’s bicycle strategy 2040 “Make way for Bikes!” and developing a mobility strategy for The Hague’s Central Innovation District. In 2017, Frans was part of a team from Sustainable Solutions that worked on a Bicycle Masterplan for the city of Tehran (Iran). Frans is co-author of the Cycling Cities The Hague Experience, a study into cycling history of the city by the Foundation for the History of Technology (TU-Eindhoven).
Frans studied urban planning at the Breda University of Applied Sciences. From 2000 to 2007 he worked at the municipality of Rotterdam as a policy advisor at the department of urban development. His work included creating ‘Rotterdam Fietst!’, the city’s bicycle program from 2006 to 2010.
Frans loves cycling in The Netherlands and mountaineering in the Alps and Scandinavia. He believes that cycling will help cities to become more attractive, livable and healthy places. Sharing knowledge on cycling and mobility with professionals from abroad is one of the interesting parts of his job.

DCE experience/projects: For the Dutch Cycling Embassy, Frans did various presentations and cycling tours to introduce the mobility policy of The Hague to Korean, Japanese, Australian, American, Swedish, Finnish, Estonian, English, Kurdish, German, Austrian, Canadian and Dutch delegations.
